Engineering degree preferably Chemical / Mechanical, with a minimum of 20 years’ experience of Project Management, Project Engineering Management with Engineering or EPC Companies in oil & gas, refining or petrochemical industries.
Supervise and direct the proposal team, coordinate efforts, allocate and control man-hours and optimize proposal resources to ensure that all timelines are met.
Prepare and review the proposal summary including initial assessment of the technical, financial, schedule or any other unusual risks associated with a proposal and submit it to the management for the bid/no-bid decision.
Develop and implement the overall proposal strategy based on the evaluation of client bid selection process,bid timing, competition etc. to ensure the necessary competitive edge for the success of the proposal.
Coordinate and obtain support from other departments (Engineering, Procurement, Contracts and Construction etc.) as required to prepare the proposal.
Coordinate with contracts department for defining the scope and responsibilities in the event of bidding with JV/consortium partners. Conduct periodic meetings /teleconferences and resolve conflicts amicably within JV/Consortium.
Review and update the proposal preparation schedule based on the overall proposal planning. Proactively monitor the schedule and take necessary actions against anticipated slippages in order to ensure timely completion and submission of proposal.
Conduct review meetings with proposal team, define the scope of work and services offered to the client and ensure that client requirements are properly understood and incorporated in the proposal deliverables.
Identify any clarifications or exceptions to the client’s inquiry and resolve all constraints. Coordinate with Finance, Taxation, Sales & Marketing, Commercial/legal department for obtaining documents like Bank Guarantees, PCG, POA, Notarization, local registration requirements etc. in the required format for the inclusion in the proposal.
Implement strategies for obtaining the most competitive cost levels in coordination with Procurement and Subcontracts departments.
Implement methods to optimize BOQ/MTO and develop the most competitive bid with minimal exposure to technical/execution/commercial risks. Develop risk register, review periodically and generate mitigation plan for the same
Act as a focal point for pre and post bid communication with the client. Provide clarifications and information to the client and share the client responses with the concerned proposal team. Ensure that proposal team incorporates the changes provided by client through clarifications/addendum in the proposal deliverables.
Conduct regular proposal review meetings and ensure close out of action points arising out of the meetings.
Review cost estimates and ensure that all the cost elements have been captured in the proposal. Present the cost estimates to the management and provide sufficient clarity and visibility to management on the cost basis to decide on the final price.
Responsible for high quality techno-commercial bid submission meeting ITT requirements and proposal timelines.
Responsible for budget preparation, proposal handover and supporting the project manager in conducting contract review. Analyze unsuccessful bids and implement lessons learnt in future proposals.
