About CPO
The Chief People Office (CPO) is a newly formed corporate function responsible for steering and servicing all Nokia wide People and workplace related topics. As part of the recent re-organisation announcements, Nokia is currently seeking a leader to join the newly formed People function in this key role. 

About CPO People Experience
People Experience is responsible for enriching the experience of Nokia employees at every touchpoint: managing all the common people services, ensuring seamless operations, creating impactful digital experiences and enhancing the human touch, driving automation and delivering services “on the ground”.
Employee Experience drives all People Experience actions where employee experience is described as “employees’ perceptions and related feelings caused by the one-off and cumulative effects of interactions with their employer’s customers, leaders, teams, processes, policies, tools and work environment.” (Gartner). To enable this, all People Experience team members need to embrace and drive the mind shift from process to experience, including the human touch and digital experience.
Title: Head People Experience Middle East Cluster
Reports to: Head of People Experience – IMEA Region
Location:  Dubai

Mission/Purpose of role
The People Experience Cluster head will be responsible for the people agenda in in Middle East Countries, providing guidance on procedures, policy interpretation; market trends, and employee relations issues, and state and local employment laws. He/she will operate with sufficient independence to ensure objectivity and fairness for employees while supporting the organization’s mission, vision and values.
 
Main responsibilities in summary:
Develop and lead the People Experience agenda for the Middle East cluster (comprising of 13-15 countries) and promote/monitor People Experience projects (e.g., employees’ engagement strategy for countries, employees’ benefits package, culture and values), in order to contribute for leveraging employees’ engagement and the branding of the company within the country or site.
Lead, inspire and manage the PE Country HR team to develop a high performing function.
This role may include Country HR responsibility of 1 or more Middle East cluster countries.
Act as company representative for cluster countries supported by PE Country HRs, both towards internal stakeholders (such as the country Management Teams, senior People managers and employees) and external entities (such as labour and government regulatory agencies, universities, court), in order to provide trustful guidance on people matters.
Act as a partner contributing to Cluster view, towards managers, employees and other internal CPO Organization, in order to promote decision making that is fair and considers the overall impact in the cluster.
Working as part of the People Experience organization, take ownership of cluster, country or site related topics and successfully deliver commercially focused, client-responsive solutions whilst ensuring compliance with local policy and legislation.
Responsible for managing compliances, collective bargaining / union agreements and restructuring efforts associated with relevant PE site/country in the cluster with the support of the Country HRs.
Advise stakeholders (internal or external) about the frame of local legislation, proactively raise eventual constraints and mitigation to be considered, in order to ensure compliance in the implementation of Nokia’s management decisions.
Drive local policy on disciplinary and grievance in line with local guidelines and legislations, coordinating the necessary steps of these processes in coordination with stakeholders, in order to guarantee compliant decision making.
Advise stakeholders about the frame of local legislation, proactively raise constraints and mitigation to be considered to ensure compliance in the implementation of Nokia’s management decisions.
Supporting all initiatives towards people leadership and management responsibilities, expressing, driving and promoting company’s culture and values.
Collaborate and network with BG/Function People Partners, Ethics and Compliance and Legal in the Region and Globally
Responsible for PE Opex in the Middle East

Position Requirements (Experience/Skills/Knowledge)
At least 15+ years relevant HR experience in a matrix and international environment and 5 years in people management role
Deep knowledge of employment-related laws and regulations in the Middle East, HR concepts and expertise
Strong labour market understanding
Proven track record in managing multi countries and across cultural boundaries
Ability to demonstrate HR technical knowledge and skills
Exposure to a changing and complex environment, with a multitasking mindset
Experience to work independently with limited direction
Change Management – strong ability to challenge the status quo, design and lead change interventions, and help people adapt to change.
Anticipates internal and external business challenges in relation to HR topics and / or regulatory HR issues and drives needed improvements
Participates in shaping the HR and people strategy of the people Experience Organization
Ensures globally consistent processes, tools and operational guidance
Sets guidelines and criteria for definition of HR processes and standards
Provides possible options and recommendations to solve highly complex and high impact problems, and supports solution execution
Often leads projects with significant risk and complexity and develops project strategy
Communication and relationship management – Effective communication styles and techniques, to shape and influence others’ behaviour and build bi-directional relationships, as well as negotiation skills for internal and external parties.
