Job Summary
Subject Matter Expert (SME) will support a Roles and Missions workstream to review existing client organizations.  The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with a remote pool of functional experts as required. This position requires experience defining emergency response planning assumptions and developing capabilities to achieve the organization’s target mandate and missions.  Areas of focus for capability development include medical evacuation systems, medical evacuation roles and functions, evacuation precedence policies, forward resuscitative care capability, enroute care capability,  and capability for medical evacuation of injured patients from the scene of an accident to medical facilities using ground or air ambulances. SME must have experience in developing emergency response plans and defining core emergency response competencies along with the associated Doctrine, Organization, Training, Leader Development, Equipment and Personnel requirements to enable these capabilities.  SME must have a clear understanding of strategies for  emergency management and response and supporting roles, responsibilities and organizations, and how those concepts and capabilities can be scaled and adapted to support establishing an emergency management and response framework. 

Essential Functions
 Apply Federal and State-level emergency response experience to support the identification of required organizational capabilities
Develop fully integrated solutions that deliver the required emergency management and response capabilities
Provide subject matter expertise to support a high-level Roles and Missions Review
Coordinate, as required, with the remote pool of functional SMEs for specialist on-demand support
Provide appropriate recommendations to the Project Manager to support on-time development of required client organizational capabilities
Identify and document Lessons learned throughout development of required organizational capabilities
Exhibit culturally appropriate interpersonal and negotiation skills

 Required Qualifications
Former FEMA Emergency Management Specialist (GS-13 or above)
Experience collaborating with Federal, State, Local, and Tribal stakeholders in an Emergency Operations Center (or equivalent)
Experience developing Federal and State-level emergency management response plans
Operational experience providing guidance to stakeholders in an emergency management response environment
Experience conducting emergency planning activities and initiatives to develop tools, projects and programs to enable emergency response policies and strategies
Experience coordinating and managing all staffing requirements needed to perform the priorities, goals, and functions associated with emergency response and recovery operations
Experience supervising staff that preform emergency management work at the Federal, State or Local governments levels
Experience in the analysis of emergency management staffing, efficiency, and capabilities in support of disaster operations
Excellent written and verbal communication skills
Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
Possess active Secret security clearance or the ability to acquire an interim clearance
Possess a valid National Passport (with more than 6 months to expiration)

Education and/or Experience:
Master’s degree in emergency management or a related field
Ten or more years of FEMA experience in planning and executing emergency management operations
Demonstrated experience providing oversight of work that involves the coordination of emergency response and preparedness training, exercises, and local assistance  
Ability to prepare and conduct executive level briefings on a wide variety of topics
Ability to communicate effectively with relevant parties within and outside the Client and its Stakeholders
Work history in the Middle East desired
